When it's brand new and empty, duh! So now the Live Journal band wagon tottered down Boneshaker Boulevard and I jumped on; could be interesting. Or not.

Nowhere. It's a private-locked entry as part of an 'emergency notification' network thing the LJ Admins were onto a bit back. I can see it, LJ Admins can see it.
